NECA: The FCC issued an Order on Reconsideration on November 24, 2015, amending rules adopted in its 2011 Pole Attachment Order in response to a Petition for Reconsideration filed by NCTA, COMPTEL and tw telecom. The amended rules define cost” for the purpose of calculating the rates that telecommunications carriers
