NOTICE – (COVID-19) CAF II Testing Waived (DA-20-377)

In consideration of the recent substantial increase in COVID-19 (coronavirus) cases across the United States, the Wireline Competition Bureau (Bureau) finds good cause to waive, on its own motion, certain network performance pre-testing requirements for recipients of Connect America Fund (CAF) Phase II model-based support. Specifically, the Bureau will permit carriers to test less than the required number of subscriber locations during the pre-test period if testing would require installation of new equipment inside subscribers’ premises. The Bureau finds that this limited waiver would serve the public interest because it would allow carriers to complete pre-testing on schedule while minimizing unnecessary person-to-person contact and diversion of resources that are more appropriately spent on critical network maintenance at this time.

During the pre-test period, carriers using either a randomized or self-selected sample of subscribers will only be required to conduct testing based on the number of subscribers in each area (up to the required sample size) that already have the necessary equipment installed as of the date of this Order. Reducing the sample size requirement will allow carriers to focus their resources on the most pressing needs during this national emergency and avoid unnecessary in-person contact between technicians and subscribers.

Potential Rural Digital Opportunity Fund (RDOF) Auction Participants should begin preparing for their Short-Form Application Immediately.

The Commission is expected to open the Short-Form application window later this summer, but the time to begin preparing was yesterday! This application will require Financial, Technical and Ownership information. Contact us today about assisting you with your submission. The Secure and Trusted Communications Networks Act of 2019

On March 12, 2020, President Trump signed into Law the H.R. 4998 the “Rip and Replace Bill”. The Secure and Trusted Communications Networks Act of 2019 will:

  • Prohibits the Federal Communications Commission (FCC) from subsidizing the acquisition or maintenance of telecommunications equipment or services from untrusted suppliers.
  • Create a program to reimburse telecommunications providers with fewer than two million customers. These providers will remove equipment from their networks that poses a national security risk to replace it with equipment from trusted suppliers.
  • Establish an information sharing program for telecommunications providers, particularly small and rural operators, to obtain information regarding potential security risks and vulnerabilities to their networks.

Applicants will have to submit an initial reimbursement cost estimate at the time of their application. Filing Dates TBD.

Rural Digital Opportunity Fund (RDOF) Auction 904

  • Budget- $20.4 billion to be awarded over 10 years. Up to $16 billion will be made available for Phase I of the Rural Digital Opportunity Fund auction, and the remaining Phase I budget, along with $4.4 billion, will be awarded for Phase II of the auction.

  • Eligible Areas:
    • The Commission made eligible for the Rural Digital Opportunity Fund auction census blocks where no provider is offering, or has committed to offering, either via the CAF II auction, the USDA ReConnect program, or state-specific programs, service of at least 25/3 Mbps (based on Form 477 data).
    • The FCC will publish an initial list of eligible census blocks, and, after a challenge process, the FCC will publish a final list of eligible areas.
  • Auction 904 is set to take place on October 22, 2020
